The Actors in Education Governance: A Report of a National Survey

Abstract

Objective: The present study was conducted with the aim of investigating the status of the role of governance actors in the education system at the national level.

Method: The research method is descriptive-survey. The statistical population of the study included all staff and rank-and-file employees of the country's education system, of whom 3433 were selected using cluster sampling (provincial clusters throughout the country), examined and analyzed. To collect data, an education governance questionnaire with the following components was used: the role of the government, the role of civil society, the role of the family, and the role of the elite society. The reliability of the questionnaire was examined using Cronbach's alpha coefficient, and the alpha coefficient obtained was 0.82, indicating acceptable reliability. The validity of the instrument used was examined using construct validity (second-order confirmatory factor analysis), and the results indicate that the validity of the instrument was confirmed

Results: The research findings showed that the current state of education governance is significantly below the average level. Among the education governance actors, only the government actor (sig=0.000; t=47.5) was at a level above the average. Also, the results of the Friedman test (x2=2537.37; df=3; sig=0.000) also showed that the importance of the country's education governance actors from the perspective of the participants in the research is the government, civil society, families, and elite society, respectively.

Conclusions: Based on the results, it can be concluded that in order to achieve grassroots governance, special attention should be paid to civil society, families, and elite society in addition to the government, and they should be utilized for the administration of education.
