[English]

Objective:

Today, governance has gained increasing significance due to the evolutionary development of social science disciplines—such as political science, law, management, and economics—and the theories embedded within them on the one hand, and owing to its interdisciplinary nature on the other. Governance must be capable of creating balance and synergy among the main pillars of societies—government, the private sector, and civil society—by drawing upon the available bodies of knowledge. Adopting a historical and narrative approach, this article seeks to briefly examine the philosophical foundations and historical trajectory of governance in both the West and the East up to the present time. In light of the historical nature of human beings and the subject under study, a historically grounded portrayal of governance is presented.

Method:

The narrative – historical method is employed in this study. Rather than offering a linear description of events or general conditions, it recounts the developments with detail, enabling reflective consideration of what previous generations experienced under particular circumstances and what specific outcomes ensued. This method also sheds light on humanity’s earliest strategies for understanding time, processes, and the transformations that occurred.

Findings:

The findings indicate that governance, alongside the social life of human beings, has been a recurring theme throughout history and continues to be relevant today. What matters, however, is the manner in which governance is practiced, in relation to ongoing changes in human life and the evolving needs of societies.

Conclusion:

The discussions suggest that, due to the distinctive nature of human beings as rational and inherently social creatures, humans have continually sought to shape and organize their social life throughout history. Responding to environmental changes and emerging needs has required reliance on practical reason rather than abstract or purely theoretical reasoning. Thus, administering social affairs has always necessitated governance grounded in practical, contextual judgment. In the contemporary era—given the heightened complexity of human life—the necessity of employing multiple forms and dimensions of rationality has become unavoidable.
