In recent decades, the concept of University Social Responsibility has emerged as a comprehensive approach to redefining the role of universities in addressing complex social, environmental, and institutional challenges. Universities are no longer merely institutions for knowledge production and professional training; rather, they are recognized as influential social actors and policy-makers contributing to sustainable development. This article employs an inductive qualitative content analysis to examine the conceptual and policy-oriented dimensions of University Social Responsibility. By analyzing official documents, policy reports, and credible academic sources, the study identifies key components of university social responsibility. The analysis led to the extraction of four major categories: “social and environmental sustainability”, “university community embeddedness”, “Responsible university and social accountability”, and “transformative governance”. The findings suggest that realizing University Social Responsibility requires moving beyond symbolic approaches toward transparent, participatory, responsive, and learning-based institutional structures. Within this framework, “transformative governance” emerges as an innovative approach enabling the institutionalization of sustainability in universities. The study underscores the necessity of redesigning higher education policies with a focus on intergenerational justice, institutional accountability, and active engagement with society. The results may serve as a foundation for developing localized models of University Social Responsibility in Iranian universities and other developing countries.
