Objective: In recent decades, social entrepreneurship has emerged as an effective approach to addressing complex societal challenges and promoting sustainable social development. Charitable organizations, owing to their humanitarian missions and social capacities, provide a suitable context for fostering social entrepreneurship. However, strategies for developing social entrepreneurship in charitable organizations with a particular emphasis on human capital have not yet been systematically synthesized and analyzed. Therefore, this study aimed to identify and explain the key strategies for creating and developing social entrepreneurship in charitable organizations by emphasizing the role of human capital in promoting social development.
Methods: This study adopted a qualitative meta-synthesis approach. A total of 357 studies published between 2000 and 2025 were initially identified, from which 22 eligible studies were selected based on predefined inclusion and exclusion criteria. The selected studies were systematically reviewed, coded, synthesized, and analyzed using Sandelowski and Barroso’s seven-step meta-synthesis framework. The final themes were extracted through thematic analysis.
Results: The findings revealed six major strategic themes for developing social entrepreneurship in charitable organizations: education and capacity building, financial support and investment, social innovation, networking and relationship development, continuous evaluation and improvement, and culture-building and attitude change. Among these, education and capacity building was the most frequently reported strategy, accounting for 82% of the reviewed studies.
Conclusions: The study provides a comprehensive framework for leveraging human capital in the development of social entrepreneurship within charitable organizations. The identified strategies offer practical guidance for managers, policymakers, and social development practitioners in designing empowerment programs, strengthening social entrepreneurship initiatives, reducing poverty, and improving the quality of life of target communities.
