Today, information and communication technology in the form of e-governance has played an important role in the development of various societies; therefore, the present study aimed to identify the factors affecting the establishment and development of e- governance in state organizations. For this purpose, after defining the subject and conducting preliminary library and exploratory studies, the identified factors and components through the Delphi method and by researcher-made questionnaires were considered by experts and after obtaining qualitative and quantitative corrective comments based on statistical methods, the appropriateness of the model, components and combination of factors reached their consensus. The study population in this study includes 28 academic experts and professionals familiar with the subject who were selected as non-probabilistic and judgmental. Then, in order to test the model, a researcher-made questionnaire was distributed among 360 managers and experts of selected public sector organizations in South Khorasan province who were selected by random cluster sampling and data analysis obtained in this section was performed using confirmatory factor analysis by Smart PLS 3 software. Finally, the research findings showed that three categories of contextual, content and structural factors are effective on the establishment and development of e-governance in state organizations, of which, content factors with an impact factor of 56.8, have the greatest impact on the establishment and development of e-governance in state organizations.
