Smart Organization; Development Approach Based on Administrative System Reform

Abstract

The aim of governments was limited to provide and maintain security and provide services needed by the people at the beginning of its formation. While, with many changes, their roles and duties expanded and they faced wider challenges and responsibilities. One of the most important challenges of governments is moving in the path of economic, political, cultural, social, administrative development. In order to tackle this challenge, Administrative System Reform was considered, which through which the basis and development infrastructure of the government and the country can be provided. Paying attention to modern types of organizations is one of the things that can lead to the reform of traditional processes, the evolution of the organization and subsequently to the development of governments in the field of services. Smart organization is a new type of organization that by adapting behavior to the knowledge it has about itself and the world in which it grows; pursues goals in a changing environment. Therefore, in this research, while introducing the smart organization as a modern organization, the role that this type of organization can play in Administrative System Reform and consequently developing governments has been mentioned.
