تولید مشترک ارزش عمومی: راهی برای توسعه جامعه

چکیده

ارزش‌های عمومی برآیندی از خط‌مشی‌های عمومی، قوانین، مقررات عمومی، خدمات عمومی و سایر رفتارهای کارگزاران بخش عمومی هستند که در یک جامعه مردم سالار این ارزش ها توسط خود مردم تعیین می‌شوند. این ارزش‌های عمومی تجلی رحجان‌ها و خواست‌های شهروندان یک جامعه است، لذا از آنجایی که تولید مشترک از طریق فرصت ایجاد هم‌افزایی بین دولت و جامعه مدنی با تأثیر مثبت بر سرمایه اجتماعی و به دلیل پتانسیل آن برای مقابله با طیف وسیعی از عوامل بازدارنده ارائه خدمات عمومی موثر می‌باشد پژوهش حاضر در تلاش است بـا بهـره‌گیری از روش اسنادی، کتابخانه‌ای منابع و متون مدیریتی مـرتبط در ابتدا مروری بر مفاهیم اصلی، معانی متنوع و نوظهور ارزش عمومی و درنهایت نقش تولید مشترک ارزش عمومی را مورد بحث قرار دهد. پژوهش حاضر، درک بهتر مفهوم ارزش عمومی و نقش به سزایی تولید مشترک ارزش‌های عمومی را در توسعه جامعه بیان می‌کند.

چکیده [English]

Since co-production can be productive through the possibility to create synergies between the government and civil society with a positive impact on social capital and because of its potential to deal with a wide range of factors hindering the provision of public service, the present article tries to use the documentary method, and library method of resources and related management texts, first, review the key concepts, diverse and emerging meanings of public value, and finally discuss the role of co-production of public value. The paper expresses a better understanding of the concept of public value and the significant role of the co-production of public values in the development of society.
