Abstract

For more than a century, the Iranian people have been determined to break out of backwardness and achieve progress and development. During this period, although the Iranian government, elites and educated people have tested different approaches of growth and development, and specifically the patterns of authoritarian development and the surrounding center, the country has not achieved a balanced and sustainable development; Because the implemented development models have been incomplete, unstructured, and lacked the participation and planning of the people. It should be said that social participation is one of the basic pillars of development that should be considered. Therefore, the present study tries to examine the elements affecting the community-based implementation of policies as one of the basic strategies of community-based development. This research is of qualitative type and the governing philosophy is interpretive, which was conducted using thematic analysis. For this purpose, coding technique and NVivo 12 software were used. The statistical population of the study also includes experts in the field of policy making who were selected using purposive sampling method. Finally, the research findings indicate that after the coding process, 17 interpretive codes were obtained, which were organized in three stages: drivers, capacitors and enablers.
