Modeling Network Governance with an Efficiency Approach (Case Study: Iran's Natural Gas Distribution Industry)

Abstract

Objective: This research aimed to present a network governance model, identify its dimensions and components in Iranian gas distribution companies, and explain the relationship between the proposed model and productivity barriers in the industry.
Methods: It is descriptive in terms of data collection and applied in terms of purpose with a mixed approach (qualitative and quantitative using the fuzzy Delphi method). 15 experts’ opinion from the Iranian gas industry were expressed as fuzzy numbers. The measurement and Kendall's coefficient of concordance confirmed their agreement in both rounds with values of 0.87 and 0.93, respectively. Based on the suggested options and defined linguistic variables, the results obtained from examining the answers recorded in the questionnaires were analyzed to obtain the fuzzy mean of the variables and were analyzed in the Iranian gas distribution industry.
Findings: The identified components of network governance were categorized into three dimensions based on their scope and nature: technology, ecosystem, and structure. The structure dimension includes regulation, network structure, roles and responsibilities, and accountability. In the ecosystem dimension, the components of economic and social conditions, informal networks, access to gas services, and a culture of participation were obtained. The technology dimension includes service technologies, smart technologies, and communication technologies. These components affect and reduce the main barriers to productivity in three individual, organizational, and environmental dimensions in gas distribution organizations.
Conclusion: Network governance in the gas distribution industry can create efficient networks by using new technologies, fostering a culture of participation among stakeholders, and creating dynamic changes in organizational structures. These networks are effective in solving complex problems and increasing their productivity.
