Abstract
Objective: The goal of this article is to identify the requirements for implementing network governance, examining the proponents and barriers of network governance in Iranian governmental organizations.
Research Method: This research is applied in terms of its purpose and qualitative in terms of its type, conducted using thematic analysis methods. The statistical population of the research consists of managers of governmental organizations, with a selected sample size of 20 individuals. Data collection was carried out through field methods and interview tools. The data obtained from the interviews were analyzed using thematic analysis and the MAXQDA software.
Findings: The findings of the research identified 81 basic themes and 7 factors as sub-themes of network governance proponents. These factors include: network management, organizational network structure, network interactions and communications, prevailing conditions of the network, network infrastructures, the environment surrounding the network, and financial and human resource provision.
Conclusion: 52 basic themes and 8 factors were also identified as sub-themes of network governance barriers, which include: control management, hierarchical organizational structure, rigid and formal communications, imposition of restrictive laws, lack of facilitation, internal and external crises, corruption and nepotism, and lack of financial and human resources. Finally, the proponents and barriers are presented as a model based on the output of the software. Network governance can provide innovative solutions to address potential challenges and crises facing today's dynamic organizations and manage responses to challenges effectively.
