The indexing of scientific journals in reputable international databases like Scopus has become increasingly important due to its impact on the global scientific ranking of a country. The Commission on Scientific Journals recognizes the significance of indexing in its evaluation and ranking criteria and seeks to increase the number of indexed journals by providing financial support to those that are indexed. However, the Commission faces challenges such as not addressing economic indicators in journal evaluations and failing to correctly estimate the financial support needed for each journal. In this study, 347 journals with “A” and “International” ratings from the Commission were examined. Based on the examination of acceptance criteria for journal indexing in reputable databases, 20 qualitative indicators and 10 economic indicators (across five cost categories: typesetting, editing, standardization, translation, and citation) were identified, and the journals were evaluated based on the weighted value of these indicators. The results showed that the overall score range for the journals was between 0.44 and 1.21. The problems in the journals were attributed to eight factors. Economically, a significant portion of the ongoing expenses was related to article typesetting (83%), while the lowest costs were associated with website standardization (2.2%). These ratios varied significantly depending on the journal’s indexing status and language of publication. Targeted financial support for journals, alongside monitoring for standardization compliance, could enhance the country’s scientific standing at the global level.
