نگاشت حکمرانی مشارکتی در مدیریت شهری: مروری دامنه‌ای بر پژوهش‌های علمی منتشر شده در ایران

چکیده

حکمرانی شهری مشارکتی به عنوان یک رویکرد نوین، بر افزایش نقش شهروندان در فرآیندهای تصمیم‌گیری و برنامه‌ریزی شهری تأکید دارد. این شیوه از حکمرانی نه تنها به دنبال ایجاد شفافیت و پاسخگویی بیشتر است، بلکه هدف آن تقویت اعتماد عمومی و بهبود کیفیت زندگی شهری از طریق مشارکت فعال ذی‌نفعان است. پژوهش‌ها و مطالعات متعددی در حوزه حکمرانی شهری مشارکتی در ایران به رشته تحریر در آمده است، ولی درک کلی و مشخصی از اینکه این پژوهش‌ها بیش‌تر به چه حوزه‌های تخصصی پرداخته‌اند، روش‌شناسی آنها چیست، و خلاء پژوهش‌های داخلی در مطالعات حکمرانی شهری مشارکتی کدامند؟ وجود ندارد. لذا هدف پژوهش حاضر این است که به این سوالات پاسخ دهد. بدین منظور، 32 پژوهش منتشر شده در پنج پایگاه داده معتبر داخلی، با به بکارگیری روش‌شناسی مروری از نوع دامنه‌ای، بررسی شد. یافته‌ها نشان داد بیشترین تعداد مقالات در سال‌های 1395 و 1402 منتشر شده است. هم‌چنین، بیش‌ترین تعداد پژوهش‌ها (14 مطالعه)، شهر تهران را مورد مطالعه قرار داده‌اند. علاوه براین، بخش قابل توجهی از مقالات با هدف طراحی الگوی مشارکت شهروندان در مدیریت شهری (7 مطالعه) و هم‌چنین سنجش میزان مشارکت شهروندان در مدیریت شهری (5 مقاله) انجام شده‌اند. بررسی عرصه مشارکت شهروندان در پژوهش‌های منتخب نیز نشان داد که اکثر مطالعات در عرصه عمومی و بدون تمرکز بر یک کارکرد خاص مدیریت شهری انجام شده است (26 مطالعه). هم‌چنین، اکثر پژوهش‌ها به روش کمّی (19 مطالعه) انجام شده است و روش‌شناسی‌های کیفی (10 مطالعه) و ترکیبی (2 مطالعه) سهم اندکی داشتند. در نتیجه، یافته‌ها بیانگر آن است که خلاء‌های نظری (نظیر پیوند شهرهای مشارکتی و حکمرانی دیجیتال، شهرهای مشارکتی و حکمرانی داده و هم‌آفرینی و حکمرانی شهری مشارکتی)،­روش‌شناختی (نظیر مطالعات کیفی با تاکید بر استفاده از استراتژی مطالعه موردی) در پژوهش‌های بررسی شده وجود دارد.

چکیده [English]

Participatory urban governance, as an innovative approach, emphasizes enhancing the role of citizens in urban decision-making and planning processes. This governance model not only seeks to increase transparency and accountability but also aims to strengthen public trust and improve urban quality of life through the active participation of stakeholders. Numerous studies and research have been conducted on participatory urban governance in Iran; however, there is no comprehensive understanding of the specific thematic areas these studies have focused on, their methodological approaches, or the research gaps in the field of participatory urban governance within the Iranian context. Therefore, this study aims to address these questions. To this end, 32 studies published in five reputable domestic databases were reviewed using a scoping review methodology. The findings revealed that the majority of articles were published in 2016 and 2023. Additionally, most studies (14 articles) focused on the city of Tehran. Furthermore, a significant portion of the articles aimed to design models for citizen participation in urban management (7 studies) and assess the level of citizen participation in urban management (5 articles). An examination of the areas of citizen participation in the selected studies indicated that most research was conducted in the general domain without focusing on a specific urban management function (26 studies). Moreover, the majority of studies employed quantitative methods (19 studies), while qualitative (10 studies) and mixed-methods approaches (2 studies) were less common. Consequently, the findings highlight theoretical gaps (such as the intersection of participatory cities and digital governance, participatory cities and data governance, and co-creation and participatory urban governance) and methodological gaps (such as qualitative studies emphasizing case study strategy) in the reviewed research.
