شاخص‌های حکمرانی‌ اخلاقی آموزش عالی

چکیده

پژوهش حاضر از حیث هدف، توصیفی بوده در پی توصیف حکمرانی و اخلاق در دانشگاه است. جمع آوری اطلاعات، ابتدا به روش کتابخانه‌ای از منابع مکتوب و الکترونیکی بوده و سپس با شواهد دیداری و شنیداری تکمیل شده است. بعد از این مرحله هر کدام از ابعاد و سنجه‌های حکمرانی اخلاقی در دانشگاه در بستر مطالعه عمیق با مفاهیم نوین فراحکمرانی و ابزارهای حکمرانی نرم و سخت مورد تطابق قرار گرفت و طبقه‌بندی منطقی مربوط به این مفاهیم انجام گرفت.
نتایج این پژوهش نشان می‌دهد که شاخص‌های حکمرانی اخلاقی در محیط‌های علمی بیشتر بر جنبه‌های آگاهی، تصمیم‌گیری و مشارکت اخلاقی؛ 2. زیرساخت‌های اخلاقی، فرهنگ اخلاقی و سبک رهبری؛ 3. اخلاق اعضای هیأت علمی؛ 4. اخلاق اساتید مدعو؛ 5. اخلاق فناوری در دانشگاه؛ 6. اخلاق کارکنان و 7. اخلاق دانشجویان، خلاصه می‌شود.
از جمله محدودیت‌های این پژوهش مشکلاتی است که رؤسا و هیئت امنای دانشگاه‌ها بر سر راه تصمیم‌گیری در دوراهی‌های اخلاقی قرار می‌گیرند که در این مدل به طور دقیق به آن پرداخته نشده است. همچنین به دلیل محدودیت زمانی، روابط اجزای این مدل با ابعاد حکمرانی خوب مورد بررسی قرار نگرفته است. از دیگر محدودیت‌های این پژوهش نبود اطلاعات کافی از ناهنجاری‌ها و رذایل اخلاقی در محیط دانشگاهی است که به دلیل قبح این مسائل کمتر در مورد آن اطلاعات دقیقی در دسترس است. پیشنهاد می‌شود پژوهشگران هر کدام از این سنجه‌ها را در وزارت علوم، دانشگاه‌ها، مؤسسات تحقیقاتی و سایر مراکز علمی ویژه‌سازی کرده و در مرحله بعد مورد سنجش و ارزشیابی قرار دهند.

Indicators of ethical governance in higher education

چکیده [English]

This research is descriptive in purpose, seeking to describe governance and ethics in the university. Data collection was initially conducted through a library method using written and electronic sources, and then complemented with visual and auditory evidence. Following this stage, each of the dimensions and metrics of ethical governance in the university was aligned, through an in-depth study, with the novel concepts of meta-governance and the tools of soft and hard governance, and a logical classification related to these concepts was performed.

The results of this research indicate that the indicators of ethical governance in academic environments primarily summarize into the following aspects: 1. Ethical awareness, decision-making, and participation; 2. Ethical infrastructure, ethical culture, and leadership style; 3. Ethics of faculty members; 4. Ethics of adjunct professors; 5. Technology ethics in the university; 6. Ethics of staff; and 7. Ethics of students.

Among the limitations of this research are the challenges that university presidents and boards of trustees face in decision-making at ethical crossroads, which have not been precisely addressed in this model. Also, due to time constraints, the relationships between the components of this model and the dimensions of good governance have not been examined. Another limitation of this research is the lack of sufficient information on ethical anomalies and vices in the university environment, as the stigma associated with these issues makes precise information less accessible. It is suggested that researchers tailor each of these metrics to the Ministry of Science, universities, research institutes, and other specific academic centers, and subsequently subject them to measurement and evaluation.
