The Governance Ecosystem of Artificial Intelligence in Education: A Grounded Theory Approach

Abstract

Accepting the importance and necessity of AI governance in education, it is inevitable that the ecosystem of this governance should be identified. Accordingly, the present study aimed to identify and develop a model of the AI governance ecosystem in education. This study used the phenomenological method and semi-structured interview tools to collect information. The participants in the study were educational specialists and experts, faculty members and groups of educational sciences and computer sciences, as well as managers of organizations related to the Ministry of Education, of whom 18 were selected as a sample using the purposive snowball sampling method. Data analysis was performed using the Corbin and Strauss method. The findings showed that the greatest emphasis of experts on the components of the AI governance ecosystem in education goes to government institutions (50.39%), followed by the beneficiaries of the education system (20.14%); NGOs (15.87%), and education system experts (13.66%). Ultimately, the findings suggest that when creating an AI governance ecosystem in education, it is important to have organizations, companies, and individuals who, working together, can create a strong support network to promote changes that align with the needs of society and the classroom.
