Objective: The aim of this study is twofold: first, to identify key practical policy requirements for facilitating and developing entrepreneurship in the strategic knowledge-based seed industry, and second, to provide a systematic conceptual framework capable of explaining the dynamics and relationships within this complex ecosystem.
Materials and Method: In terms of purpose, this research is applied, and in terms of method, it is descriptive-analytical, falling within the framework of qualitative research. Accordingly, after searching in reputable databases and using relevant keywords from 2014 to 2025, 159 preliminary articles were extracted. After reviewing and evaluating the articles, 30 articles that had the highest relevance to the research topic in terms of title, abstract, content, and quality were selected. Then, using the seven-step model of Sandelowski and Barroso, the findings of the 30 articles were studied, integrated, and interpreted.
Findings: The findings of this research indicate that the extracted codes were organized into 7 main concepts and presented in two core categories. Policy requirements are organized into two core categories: "Infrastructural and Supportive Requirements" and "Relational and Market-Oriented Requirements." Infrastructural requirements include financial support and investment, etc. In contrast, relational and market-oriented requirements include market and value chain development, among others.
Conclusion: The results of this study indicate that effective policymaking for entrepreneurship development in the knowledge-based seed industry requires adopting an integrated ecosystem approach. This approach can be envisioned as a dual-sided policy package: first, hard-core policies focused on strengthening tangible infrastructure (such as targeted financing, reference laboratories, and efficient intellectual property systems). Second, soft-core policies that facilitate network interactions (through the creation of co-development platforms, transparent market development, and joint capacity-building programs). Successful implementation of this package necessitates establishing a "cross-sectoral steering committee" for sustainable coordination among all stakeholders and continuous monitoring of policy effectiveness. Only through this path can this industry serve as a key driver of food security and economic development in Iran.
